Why would they? So people that earn them can overpower ones who don't or can't have them? That's not how promotional items work

I meant they have a new ability that has strengths and cons, like every item with unique abilities has strengths and cons. Like the backburner crits the back but can't concussion blast, the direct hit fires faster but has a smaller radius.
