When did i loving say they did?

He thinks the only spoken language is English.

Even if we got a hold of an alien radio station, we wouldn't be advanced enough to understand their sociality.

I've seen this before. I researched into it and found out that it isn't speech at all. It's radio waves being emitted from the planet.
Ever heard of a pulsar?

Some can emit radio waves.

Completely and utterly uninteresting.

Why would aliens send out 3 seemingly similar sounds?

I'm not saying this is genuine, but if it were, they could be sending a radio signal somewhere and repeating the speech, like on earth. I wouldn't be suprised if aliens also found it's effective to repeat yourself to assure there are no misunderstandings.

Stereotyping all extraterrestrials as futuristic space aged civilizations is incredibly irrational.

For all you know, they developed advanced technology while their social standards met minimums needs.

It's on WIMP, and I see no proof link. It's probably just a bunch of sounds from a movie.
