How about an add-on that lets you voice chat over the server? You can select who you want to hear or not in the GUI. Sounds like a great idea to me.

This has been suggested too many times and I really doubt it will ever be made.

GarageGames has a working version of Torque Voicechat but it requires a separate hosted server for Voice Slots.

How many times is this going to be suggested? Add-on implementation isn't going to happen, engine modifications are needed, and they're a lot more work than it's worth.
Just use one of the LARGE variety of other voice chats methods available: Skype, Xfire, MSN, Ventrilo, Teamspeak, Steam, etc

1. I know it can't be implemented via add-on. We're saying Badspot should do it.
2. Yes there are voice chat options like that but it's usually really hard to organize everything. I usually post a link to my voxli when I host my server and people still ask, "Omgad wher iz voice chat?"
