Anyway, there are a few ways you could interpret this- either the royal we (you find this in Shakespearean language a lot, a person in a position of esteem will sometime use plural pronouns, like Claudius talking to Hamlet about himself "think of us as a father").
Another interpretation is the heavenly host or Holy trinity, i.e. angels.
