I suggest using FileZilla for using FTP.
Nothing wrong with FileZilla, but WinSCP is another great Windows FTP client. It's my favorite, matter of fact.

A few hundred thousand bits per second.

Some servers around 32 hit 400,000 bits per second.
No more than 3mbps for all the servers at any given time, it's usually around 1mbps.

$14.50 for one month sounds good. I just need an idea for a server that people will play on.
