TF2 scammer

Just recently I have gotten scammed in TF2 for my Bills hat. The person promised to buy me a steam game for it, and I felt that he wasn't a complete idiot, because he was talking in complete sentences. Does anybody here know if I can report to valve that the user has scammed me?If so, please post. I really need help, and yes I know. I shouldn't have trusted him.
