Because anyone with a brain should know what a call sign is and how completely wrong is. A call sign is used in lieu of a name to protect identity, confuse those not privy to whose it is, and not simply to shorten a name. That would be a nickname, although nicknames can be for other reasons.

according to the wikipedia page on callsigns, they're kinda both
they were originally used with telegraph systems to make a shorter name (literally 'Macaroni Station' would just be 'M')
if it's longer than a name then it doesn't really matter
