Give him a slap on the arm for doing it and turn him over to the police.

Not that you'd have any good evidence to get him in jail, but at least it's better then getting put on the police's wanted list and possibly having negative psychological effect from all the goring you've just done.

Torture isn't the way to go, it makes you as bad as him/her. Release him/her to the police and you will feel better about yourself not causing harm to a man/woman no matter what he/she did.

First you'd bind them at the elbows, knees and wrists, then you'd place them in a shower which is always on with cold water. Add strobe lights and loud music and add hallucinogens. Should send pretty much 100% of people insane within a week.
