NFS: Hot Pursuit Major Internet Lag (PC)

So, some of you know that I have Hot Pursuit for my PC yadda yadda.
However, each time I try to play online, there is about a %50 chance of cars jumping around due to severe lag problems.

First Question: Does this happen on major consoles?
Second: Does EA/Critierion know about this?

I cant even join/host internet races because of the thing saying stuff about your computer/connection being too lagg and to turn down the graphics.
and i did that,and it still won't let me play!
