when you press Space the ramp comes down. Can be done.
You can drive it. Of course.
Other cars can come on when ramps are down! I'm not sure if the engine would allow that without major glitches.

To the last part you said you are partially correct. You can put vehicles on other vehicles like you can put a helicopter on GSF Ghost's carrier, but when the bottom vehicle moves there would be problems.

Yeah, that's what I was about to suggest. Maybe a chat command (it was /nomount i believe) like with the GSF carrier to hook the player's vehicle onto the boat.
