Windows 7 Movie Maker, I'm cheap, I chopped up the video where I wanted it to be brighter, and there is an area to change section brightness.

Modify Pumpkinblur.somefiletype to be a transparent, brighter than normal. It brightens the area up, but only if your wearing a pumpkin. Which is gay.
