Why don't player zombies gets hurt when a player shoots at them? Weapon damage is checked but still... Please help!

From what I know from experience,

you have to have team damage on first of all to kill others even if they are on the other team
It interferes with just normal DM minigames, where are you cannot damage anyone. Turn friendly fire on again
Tier and Tactical messes up zombies for me big time.
