He controls the master server, Why would he need to join them to collect data?
Well during that double update thing (when there was a day or so between two updates) he went around asking if anyone had any bugs with any of the new features. Although I imagine that wasn't this case here.
Why does there have to be a reason beyond he is just messing around in the game for fun? :/
