Steam won't let me add people

So, I downloaded Trackmania Nations Forever so I could add people. Good game. So, I played it for a bit, then I went to add someone, and it says that I need Steam games in my account. Do they need to be games that cost money or can they be free?

You cannot pm through steam with anything unless you bought it yourself. No discounts or stuff either. I know, I checked specifically when I wanted to pm.
