iPod Touch: Probably $250.

PSP: About $170

Both provide what you need. PSP is cheaper and better. Plays music, internet browser, has much better entertainment.

Dissidia Final Fantasy, I see it in stores for about $10, I got it on clearance for $1, not found in PS Store.
Plus all those thousands of stupid minigames you will only find on the iPod. On the PSP/PS3, called Minis, range from about $2 to $6.

Plus, playing apps wont take you away from sad orphans singing Christmas carols.

Edit: Forgot that one monster hunter game, $20 on PS Store. Never played it myself but only heard good things about it.
