You can get a pretty powerful computer for around 700$ these days as long as you're willing to build it.
Infact, am building my own PC with a friendgetting lovey tower + something that can run sims 3 and fallout.
I bought the latest loving graphics card from NVidia and 5gb of ram, and on Fallout (on lowest settings) looking at anything bigger than a room (I.E. the Capital Wasteland) gives me 10fps.
