Every high-ranking politician comes elected after the last-mandate starfishs got crushed in the elections. He spends like a quarter of a mandate doing minor things he promised. The next quarter he slows down on the minor things and does 2-3 major things. When he hits the half of his mandate, he stops doing stuff all-togheter and starts saving money up via stealing. In the last quarter he and his party get labeled as starfishs and the cycle repeats.
