You must be clueless... this is easily possible. It would be just like any other water vehicle, but spacebar would be assigned down, like Heedi's vehicles in the opposite direction.
This would actually be a fantastic idea, and would allow for great underwater exploration. If someone makes a submarine, I may even make a massive sea map. (Like a legit sea, none of this 100 feet down crap)
