I would think the actual meaning is more along the lines of "don't care, don't comment", since I believe it is for cases when seemingly unwanted individuals post in an already existing thread only to let everyone know how much they do not wish to contribute to the discussion, which usually is just a waste of time for everyone.

Collected in a topic, these kind of comments are easily avoidable. I might be wrong, though.
