I dont get tech levels.
So I built a bunch of Universities and have a 10% sales and income tax, but I dont get how I can get the tech levels of buildings up or wth they even do. I just know I need a higher TL to build one of my starships :o

i made the pheonixians our ally and gave them 5% of our capitals income


we need to find better metal becuase eclipses is only like tl9 or some stuff

for herein i would like to propose that we start making a battle fleet
non-negotiable features are:
atleast 3 turrets
atmosphere harvester to refuel in any galaxy with an atmosphereic world
shields

Every time a research process is ran, its takes $1000 x the current TL out of the treasury, and creates one Tech Level "disk". Each round, buildings will consume TL "disks" if there are higher TL's available. For every process ran, there is a 1% chance that there will be a "breakthrough" in what ever you were researching. This just means the TL will go up one level.

It is recommended that research is done at universities to keep everything in one spot, but you need to make sure the TL of your universities are higher than what you are researching, because universities can only research up to whatever their current TL is.
