Let's say, hypothetically, someone wanted to use their power over dragons to have them burn everything to the ground, just for fun.
What steps would you take to stop them? And how could those measures possibly be countered?

This is just out of curiosity, since I was wondering what you would do in case of dragon rampage, due to your lack of missiles.
