SR2 if you want replayability, tons of fun and freedom. GTA IV if you want quality missions and nothing else.
In GTA IV, you can't even go on mindless rampage without having pretty advanced police chasing you (which is somewhat realistic, but annoying in a game). In SR2, it's quite simple to fight the cops and survive for a long time.
