Unlock it, click and hold on it, pull cursor all the way to the bottom of the screen, release mouse button, and you win.

Oh god, it won't go down on you.

Make sure all windows are checked, as non-idle ones will hold it up. If so, go to Task Manager, then Processes. Close explorer.exe. Go to Applications, and click New Task. Type "explorer.exe" and enter. This should reset your Windows Explorer.

It covers up stuff and/or reduces available window space enough to make some other bar that much more difficult.
