Is this true, or a joke, or what?

The article says, "Today [Belgium] gained a world record for the longest period without a fully functioning government."
So like, no taxes and stuff?

This is true.
There is infact some government , you pay taxes , but it aint official.

Why would anyone want a monarchy?
Maybe a limited monarchy, but really I wouldn't want any sort of monarchy.

that same site had a map showing average snake size around the world. and another map showing the average IQ around the world.

Belgium is a parliamentary democracy and constitutional monarchy. They only have king/queen as a symbolic thing and they have no power.

royal families that once feared being overthrown so they just created a second new government to please people, just so they can keep their wealth.

I agree with Bisjac's point. People shouldn't hang onto tradition as tightly as they do. The Royal family of England holds no power at all.
