The article says, "Today [Belgium] gained a world record for the longest period without a fully functioning government."

So like, no taxes and stuff?

There is infact some government , you pay taxes , but it aint official.

Maybe a limited monarchy, but really I wouldn't want any sort of monarchy.

Belgium is a monarchy. There is a royal family too.
Belgium is a parliamentary democracy and constitutional monarchy. They only have king/queen as a symbolic thing and they have no power.

countries that do that are just pussies.
royal families that once feared being overthrown so they just created a second new government to please people, just so they can keep their wealth.

I agree with Bisjac's point.  People shouldn't hang onto tradition as tightly as they do.  The Royal family of England holds no power at all.
