If I don't have any of the DLC but I'm playing with someone else who does, can we do the DLC missions?

Nope. When he tries to access/you try to access it it'll say *your name here* Doesn't have the DLC.

another thing, if he gets on a DLC quest when you're not around but then you get on, it'll show up as unavailable i believe, i can't remember what it said
