I believe the duplicator and fillcan should be reserved as the tenth add-on, or at least have an honorable mention, for all around usefulness.

Personally, I always found that build to be horribly painful on the eyes. The entire build is just a low-quality city build that tries to justify itself with a stuffty gimmick.
