6'1" at 16. Supposed to get to 6'6

Are you sure the average size is going up? My freshman year of high school, the senior class called out my whole class for being short. I'm pretty sure most people had finished growing by than, maybe I'm wrong.

Guys don't stop growing until their early twenties.

If the gene is dominant in both the parents, then yes. If one parent is tall and one is short, there's a chance of being short or tall.
