also, test the 2nd and 3rd and 4th closest locations. it could be that server as well your testing to.

My upload speed and ping were stuffty on RoadRunner because they make you pay extra for more upload speed and better ping.

On topic: Your internet is not terrible. My ping is worse than that.
Its either my ISP is bad. Or my Router is terrible.

You're not the only one having issues with online steam games. (my problem could be an outdated OS)

It may appear fine, but in HL2:DM, my ping shoots up to 300+ ms.
(wired connection)
