how I level:

-pick operative
-pick a mission where people die a lot
-get comms hack
-comms hack and disguise as every enemy. you can only comms hack once in a while for ~150 xp and disguise for ~150 xp on every dead enemy.

there's no good guy or bad guy, it really depends on which side you see it from. you also don't play as the faction leaders, but the resistance leader is joseph chen.
