Lol, I've dominated a whole team before, I get more dominations than 3 at a time in games I play on everyday.

I have a hypothesis that VALVe actually encourages cheating (perhaps so they can punish it).

Think about it: speed hacks are still possible despite all the "fixes" they've had for it. SourceMod could be installed client-side and sv_cheats and speed hacks could be turned on. The basic idea is this: the server is authoritive when it comes to the interactions from one client to another. Speed hacks are definitely controllable by the server and it's just common loving sense to fix the issue SERVER-sided.
