I don't under stand anything of that 0.33 stuff.
.11 = a scrap
.22 = two scrap
.33 = a reclaimed
.44 = a reclaimed and a scrap
.55 = a reclaimed and two scrap
.66 = two reclaimed
.77 = two reclaimed and a scrap
.88 = two reclaimed and two scraps
1.00 = a refined

and if it goes higher just add the decimal to the whole number

Because that's now how an economy works, it's the rule of Supply and Demand, if demand increases but supply does not or drops, there is an increase in price, if supply increases and demand does not or drops it decreases. Needless to say most weapons are EXTREMELY common, the demand is lower than the supply because of how easy they are to find, and this keeps the weapons at the "lowest" possible value. (The except being a crate, which is even more common and of even less value).

TF2 does not have an official economy. Whilst there are developer-determined purchasable weapons available for purchase in a store, that is not directly relevant to the rest of the game.
