Neither. If they don't know about this exploit yet, something is very very wrong

Also, they probably don't care too terribly. The max stock of reclaimed/scrap is 50 each, and the max for refined is 3500 and almost always overstocked. You have to commit quite a bit of effort to do it, and the more people do it the harder it gets for more people to do it.
