To be honest, i've never played Civilization. What's it like?
It's a turn-based basic gameboard. Much like Earth 2.0 back in Creativity.

It's pretty cool, especially during world wars.

I have fond memories of CIV I and II.
Especially that big cheat drop down menu at the top of the screen.

Planets are randomly generated, but you can guide it. Like if you want one giant continent on your planet, or many continents, or a bunch of islands in a vast ocean. You can also control how big you want your planet to be, and in doing so controlling how many players will be in control on your planet. I believe the biggest planet has eight(?) players.
You can also control climate, and sea level, and coast type. From these guidelines, the game randomly generates a planet.

I have Revolution. It seems it lacks a few government types though. Such as fascism.

People generally don't  have a revolution for fascism, that would more often be the reason for revolution.

My favorite Civilization game is Galactic Civilizations II.

They spawn under the fog of war. Send scouts out to prevent them from spawning.

So which civilization is the best?

Civ 4 was great except the combat mechanics were handicapped.

Civ 5 was meh but I loved the combat.

I voted 1, cause of the nostalgia. I've spent hours playing that one. It must have been the best game when it came out, by far. The AI was kinda smart (I still haven't beaten it on the hardest difficulty :P) I would always get crushed when the enemy discovered gunpowder. 
Also, the "Build-your-own-palace"-thing was neat.

Didn't Sid Meier work on the Roller Coaster Tycoon games?
