Government "shutdown."

I heard my dad and sister talking today about how the government is supposedly set to "shutdown" here in a few days.

What the forget does this mean and why might it happen? I Googled it and can't seem to find any straight answers.

I also have another question, will it effect the DMV and will it be back before August? I want my license. :c

But that's handicapped. I read it's usually caused by a disagreement in funding, but how the forget does that make sense? "We can't decide how to spend money so let's just not spend money and forget over thousands of people who work in those areas."
