Gmod - I'm not an admin of my own server?

I recently learned how to host a Gmod server. I started the server and joined it successfully. I then tried to use thirdperson, but it didn't work since I wasn't the server operator. How do I make myself an admin?

Oh, and I couldn't spawn TF2 ragdolls either.

Opened users.txt, no idea where to type my Steam ID.

I fixed users.txt, but now, when I try to connect, it says that the server I'm trying to connect to is running an older version of the game.
