Level 1 penalty as in the penalty is only the first level of penalties. Not that you're locked at level 1.

Bahamut just make a new account or keep on playing its just a warning for you that if you afk or leave many games anymore you might get a day ban or so. Of course the lengths increase the more times you're banned but you're ok now just start playing and dont afk anymore
