So there is a client side mod going around that allows you to mute others. Well if you're the host or admin you wouldn't want some random player muting you, how can they listen?  

All this will do is block out client side mute on your server.

Or admin approved mute. A player on the server can request a mute to another player and the admin can either accept or decline.

This is good, because people who circumvent this measure should face the full-life consequences of ignoring admins.

I don't think this would work. If the admin is a total dumbass, he won't use it.

This isn't a terriable idea, and not hard to do either.

i don't think that this can be done with only a server addon, but would also need a modification to the client part of the muting addon

If they don't listen to you, ban them. If they complain about the ban (via forums/irc/rtb4), tell them to listen.
If that's not a good enough reason, well, clients can control all the info they receive. There's nothing you can do about it.
