No. It wouldn't. If you see a spy cloak and try to flee, or bump into a cloaked spy, or see a teammate bump into a cloaked spy, you throw a jarate and if he's even in the general area of the afflicted area he will be coated in a bright yellow SHOOT THIS forgetER RIGHT HERE sign, and pretty much anyone who sees him will shoot him and he will die. Even if they don't get killed they will almost surely run off and leave you alone, which is pretty much just as good as killing them since you won't need to worry about them for a while.
