Celestia had been looking for the next Element of Magic, probably for a long time.
As I said in that thread, I would love a backstory-episode that delve into this.
Celestia could have been preparing for Nightmare Moon's return, scouting and keeping an eye out for students with the potential to become the next Element of Magic.
It could tie into an episode about the Elements, actually. I really want to know why it is that Celestia and Luna controlled all six elements at one time, but now six ponies control the six.
so why Twilight?
It's because Celestia knew what she was destined to become.
I'm not a big fan of this part. I don't like the idea that she has some all-knowing god powers and just "knew" Twilight was next in line. That makes everything feel fake.
