They should do it, and add a subscription service - Like if you pay $25/month you can upload 100 videos, and at $50/month its unlimited. Would really help with the nations debt!

I don't believe this is even possible because the USA government does not own the internet.

To me, it looks as if they're changing it to include modern media like streaming and all.  There is currently a law just like this in place for older media.  It states that if you create at least 10 copies of 1 or more copyrighted work within 180 days, and if it exceeds the value of $2500, you will be punished.  If you posted something that would be illegal, you won't be punished for a single video.  If you devote the entire youtube account to posting copyrighted works, however, you could be punished.  Let's Plays would still fall under fair use, and would remain as they are.  Posting a full song or movie without proper consent from the original author would be considered illegal under this bill.  This is no big deal, to my understanding.  I don't find that there is a point to posting songs on youtube other than to get views on your channel, especially with Vevo integrated with Youtube and services like iCloud and Spotify coming very soon.

Actually, it would ban the use of LP's, and of commentary videos. There could no longer be any tournaments with the games publicly available. You won't be able to watch people play anything, or get to see even a small scene of a movie. Music would also be completely banned, therefore Youtube would have almost nothing left. It would basically be just dominoes videos.

Have you even read the bill?  I suggest you do.  The bill isn't getting rid of the current Fair Use laws in place right now.  A Let's Play is a commentary and is a derivative work.  Various people are blowing this out of proportion. 

Value of at least $2,500 as in?

I'm not quite sure what to think about that.

Who exactly came Up with this damn bill anyways.

It may be to distract from illegal immigrants, I don't know though.
