Chances are, it's using spare memory for the GPU because someone tried overclocking, or because you're running 32-bit.

You have an integrated video card. Integrated video cards need to use RAM because the tiny chip can't hold any of it's own on it.
It's not just for integrated video, it's happened to an ATi card I used previously.
I didn't change anything, I just lived with it.

I have a gig already on my video card so there's no need to take all my RAM.
