It sounds like a good mod but the only major graphics enchancing mods I would use are for Oblivion. GTA IV looks too good already for me.

The weather doesn't help either, I remember when I very first start playing it was one of those gray foggy days with really low brightness, I was considering just not playing it because it was so dull and depressing.

Looks great though, I woulda figured you were talking about the Police Pursuit mod.

Changes the textures, makes the screen bright and makes the lights way too bright.
I honestly don't like it.
