Should hold up.  Core 2 Quad definitely is good, I'm not too sure about a GTS250 but you should be able to play at least medium.

How much RAM?

I can run GTA IV maxed out, at about 20-35 fps. How will it do with this mod? It looks pretty demanding.

CPU: Phenom II X4 3GHz, OC @ 3.35GHz (My voltage control doesn't seem to work with this motherboard, that's all I could get.)

Also for some reason whenever I go to the menu, all the options are gone, like if you hit ESC it would say display, audio, graphics, game and stuff? I can't see any settings.

The weather doesn't help either, I remember when I very first start playing it was one of those gray foggy days with really low brightness, I was considering just not playing it because it was so dull and depressing.

Looks great though, I woulda figured you were talking about the Police Pursuit mod.

Well the depressing mood kind of fits early in the game where you practically live in a closet in a crime-filled slum, but good god the weather is grayer in LC than it is in Scotland.

I ran GTA IV on 3GBs (3000MBs) of DDR2 800 RAM maxed out. I think you'll do pretty good.
