use mods to help tweaks some things in your game for performace.

I don't think you can with out turning down all your settings to make the game look horrible.

Gamebooster helps a little bit, but other than that you should probably upgrade your hardware.

I have trouble running GTA IV and several VALVe games (GMod, TF2, and Portal 2 ran real smooth on medium settings (lowest on TF2) and it goes slow on my PC now) so I'm saving up to get a new laptop (I don't want a desktop PC because when we move or go on a trip I want to be able to bring my computer to play games).
I suggest you do the same. Save up to get betta PC.

Vertical Sync lowers your framerate to 60, and if you're under 60 fps, it goes to 30 fps, and under that makes you go much lower. It only slows your framerate. Its a bad idea to turn it on if you're getting less than 60 fps.
