I don't think you know what you're talking about.  Using the lights during a thunderstorm isn't bad.  The lights will go out.  No big deal.  However, the circuitry in this condo building is old.  It was built in the 1970s and the building owner is too Jewish to upgrade it, or the cost of upgrading the circuity in the building runs in millions of dollars.
