no, you haven't - not unless they're on your network (usually this means in the same house as you)

that's your internal IP. my internal IP is 192.168.100.109. this means absolutely nothing to anyone who would want to join my server (if I hosted one)

just visit http://www.whatsmyip.org/ and see what yours currently is.
might not even need to use a port in the connection.

what you currently have listed there is the generic ip4 number. (your device address on your home network)
your comp is designated as device 125 n such.

I did that but someone told me this was a way around forwarding. I'm locked out of my router and my only my dad has the password but he's on an airplane to China right now for a business trip.
that person was wrong. you need to port forward if you are on a router.

alternatively, you can unplug it and hardwire your game server comp directly into the modem. no need of port forwarding then.

Well, I don't I want to do that. I like my laptop where it is. Yeah, it just says **FAILED TO BIND PORT**
