If the server quires the client enhancement then he should add in something that prevents people without the mod from joining. DRPG did it, so did a few other servers.
It isn't required, but it enhances the gameplay experience.
He still hasn't shown any way that the mod enhances the gameplay.The only thing it does is allow people to reload manually, which should be in the weapon's properties itself.
