I remember seeing this on Facepunch, the kid was apparently a thief, it says the boy was attempting to steal the scooter in this link.

I just want to point out though that kid is clearly not european but Uighur. Yes, Uighurs (from the Xinjiang Province) are of turkic family, muslim and white. But the child is not European, that's for sure. The background knowledge about the Uighurs is that they are from a poorly developed province. Many came to big cities like Shanghai and Beijing and worked as low wage labor. There is also a stereotype of them as thieves and cut-purses, even the kids. I am not trying to say this kid must be a thief, just saying that there is a possibility to what happened before the clip started filming.

Their accent is kind of different from ours (Taiwan) but I heard the following sentences:
Women: 「...好幾個人」 "...A group of people"
The man kicking: 「大人在哪裡？大人呢？」 (Where is your old man? Where are adults?)
The man kicking: 「...打死你！」 "...beat you up!"
The man beside: 「...他偷的」 "...he stole that"
The the woman with the umbrella is saying something to stop the man.
The woman then said to the kid: 「下次不可以！...還要偷！」 "Don't do it anymore! ...steal anymoe!"
A man: 「說他下次不偷就不偷啦？還要偷」 (Do you think he won't steal just you tell him not to? He will steal agaiin!"
Woman: 「小孩子一下就哭了要」 "Kids cry so easily"


However even if that child is of Uighur, and even if he had been stealing from the man, I think what the man did was still wrong to the core. A grown man should never attack a kid like that. Just never. China I am disappoint. What are all those City Moderators doing when you need them?
