Honestly, if it wasn't for the grandfather clauses and multiple generations of smokers and drinkers, alcohol and tobacco would both be banned. Sadly, governmental bodies can't take away something from a majority, though they can ban Marijuana because the users are a minority, and a minority often associated by the poorly informed majority with bad things. If you look at The Prohibition during the 20's for example, there were so many people consuming alcohol that many people became very rich and gained a lot of control and power from supplying it. I'm too lazy to write a whole case study, but yeah, food for thought.
